Veteran Home Modification Grants and Accessibility Support

Many veterans living with mobility challenges or service-connected disabilities may qualify for VA home modification grants that help pay for accessibility improvements.


These programs exist to help veterans remain safe, independent, and comfortable in their homes by supporting modifications such as:


  • Wheelchair ramps
  • Walk-in showers
  • Grab bars and safety railings
  • Widened doorways
  • Accessibility upgrades
  • Fall-prevention improvements


Several programs through the U.S. Department of Veterans Affairs help fund these improvements, including the HISA Grant, Specially Adapted Housing (SAH) Grant, Special Housing Adaptation (SHA) Grant, and Temporary Residence Adaptation (TRA) Grant.

Why Many Veterans Seek Guidance Before Starting Home Modifications

 Many veterans initially assume they can simply hire a contractor and apply for reimbursement afterward.


In practice, the process is often more structured.


Depending on the program involved, modifications require:


  • Documentation from a VA physician 
  • Review by VA care coordination teams 
  • Approval before work begins 
  • Compliance with specific accessibility requirements
  • Inspection during and after the work is completed
     

When work begins before approvals are in place, veterans sometimes discover the work may not qualify under the grant program they expected and they are stuck with an expensive bill.


For this reason, many veterans prefer to understand the available programs and approval process first before starting construction.

 The following programs represent the primary VA grants that help eligible veterans pay for home accessibility improvements and safety modifications. 

VA Home Improvements and Structural Alterations (HISA) Grant

The VA Home Improvements and Structural Alterations (HISA) Grant helps veterans make medically necessary modifications to their homes to improve accessibility, mobility, and safety.

Eligible veterans may receive:


  • Up To $2,000 for veterans with non-service-connected disabilities
  • Up To $6,800 for veterans with service-connected disabilities


These funds can be used to help cover the cost of modifications recommended by a VA physician to improve accessibility and daily living.


Common HISA-Funded Home Modifications


  • Wheelchair Ramps
  • Accessible Showers Or Walk-In Tubs
  • Grab Bars And Safety Railings
  • Widened Doorways For Mobility Devices
  • Accessible Kitchen Modifications
  • Fall-Prevention Improvements


Veterans must typically obtain a medical prescription or recommendation from a VA provider confirming that the home modification is medically necessary.


My Dignity works with veterans across East Tennessee to help coordinate approved home safety improvements and accessibility modifications once HISA funding is authorized.  Additionally, we assist veterans through the Home Health Aid Program for In-Home Support.

Specially Adapted Housing (SAH) Grant

The Specially Adapted Housing (SAH) Grant helps eligible veterans and service members with certain permanent and total service-connected disabilities build, buy, or modify a home to improve accessibility and support more independent living.

For fiscal year 2026, eligible applicants may receive up to $126,526 through the SAH program.

SAH funding may be used for:


  • Building An Adapted Home
  • Modifying An Existing Home
  • Purchasing A Home That Has Already Been Adapted
  • Making major structural accessibility improvements 


This grant is generally intended for veterans with more severe service-connected disabilities and is one of the VA’s largest housing adaptation benefits. 

Special Housing Adaptation (SHA) Grant

The Special Housing Adaptation (SHA) Grant helps eligible veterans and service members with certain permanent and total service-connected disabilities adapt a home to meet disability-related accessibility needs. 


For fiscal year 2026, eligible applicants may receive up to $25,350 through the SHA program.

SHA funding may be used for:


  • Adapting A Home The Veteran Or A Family Member Owns
  • Adapting A Home The Veteran Or Family Member Intends To Purchase
  • Helping Purchase A Home That Is Already Adapted
  • Improving Accessibility For Daily Living And Safety


 The SHA program typically focuses on specific accessibility modifications rather than large structural home changes and applies to a different set of qualifying disabilities and housing situations.

Temporary Residence Adaptation (TRA) Grant

The Temporary Residence Adaptation (TRA) Grant helps eligible veterans who qualify for SAH or SHA make accessibility modifications to a family member’s home when they are living there temporarily.


For fiscal year 2026, veterans eligible under SAH may receive up to $50,961 through TRA, and veterans eligible under SHA may receive up to $9,100 through TRA.


TRA funding may help with:


  • Wheelchair Access Improvements
  • Bathroom Accessibility Changes
  • Widened Doorways
  • Entryway Modifications
  • Mobility And Safety Improvements in a Temporary Living Setting


This option can be especially important for veterans recovering in a family member’s home or living temporarily with relatives while longer-term housing plans are being arranged. 

Independent Living Support Through VR&E

Some veterans may also qualify for Independent Living services through Veteran Readiness and Employment (VR&E).

 While this program is not a housing grant, it may provide services and equipment that improve a veteran’s ability to function independently within the home environment.

Independent Living support may include services that help veterans:


  • Increase Independence In Daily Life
  • Improve Access To The Home Environment
  • Support Long-Term Functioning And Safety
  • Work Toward Greater Self-Sufficiency


Eligibility depends on the veteran’s service-connected disability status, VR&E eligibility, and whether independent living services are the appropriate track based on the veteran’s needs and goals.


Because this is a separate VA benefit pathway, veterans may need to work directly with VR&E to determine whether Independent Living services are available in their situation.
