Understanding the DOE White Card (EEOICPA)

The Department of Energy (DOE) White Card is issued under the Energy Employees Occupational Illness Compensation Program Act (EEOICPA), a federal program administered by the U.S. Department of Labor.


It provides eligible DOE workers, and in some cases surviving spouses, Access to covered medical-related services for accepted work related conditions.

What May Be Covered Under the White Card

Approved Home Safety Modifications

White Card medical benefits may cover home safety modifications for individuals with accepted conditions. These modifications are tied to medical need and program approval. 


Examples may include bathroom safety upgrades such as zero-entry (curbless) showers, grab bars, ramps, railings, widened doorways, and other safety changes that help reduce fall risk and support aging in place and your independent living at home. 

Approved In-Home Caregiver Support

Eligible workers and, in some cases surviving spouses may qualify for White Card - covered in-home caregiver support related to an accepted condition.


Approved caregiver support may include assistance with:

  • Bathing, grooming and personal hygiene
  • Dressing and mobility support
  • Meal preparation and basic nutrition assistance
  • Medication reminders and safety oversight (non-medical support, as permitted under the program)
  • Supervision, and assistance with daily routines 
  • Fall-prevention support within the home environment


Caregiver support is based on eligibility, approved hours, and program guidelines, and is intended to help individuals remain safe, supported, and able to age in place at home.

DOE Work Sites and Why Your Work Still Matters

Many workers in East Tennessee qualify for White Card benefits because of the work done at major Department of Energy facilities. These sites played critical roles in national security and scientific advancement — but they also exposed workers to radiation, beryllium, chemicals, and other hazards now covered under EEOICPA.


Y-12 National Security Complex

Known for nuclear weapons component production and uranium processing. Workers here were often exposed to radiation, uranium dust, solvents, acids, and other toxic materials.


K-25 Gaseous Diffusion Plant

One of the world’s largest uranium enrichment sites. Exposure risks included uranium hexafluoride, fluorine compounds, and a wide range of chemical hazards used in isotope separation.
